Wyoming has not legalized recreational or medical marijuana, therefore it is against the law to use or possess cannabis in the state. However, hemp-derived cannabidiol (CBD) products that contain less than 0.3% THC by weight are legal to use and possess.
In states where recreational and medical marijuana is legal, such as California, CBD derived from the cannabis plant is taxed and regulated, but can be sold only at dispensaries. But as far as the federal government is concerned, CBD pulled from industrial hemp is unregulated, untaxed and illegal.
CBD oil is legal as long as it was produced outside of The Netherlands and contains less than the legal concentration of 0.2% THC in its formulation.
According to Gulf News " Dubai Municipality has confirmed that the sale and purchase of hemp seed oil is legal, which may be found in some cosmetics and health care products." So in my opinion CBD oil is not legal in Dubai.
Essentially, CBD oil is permitted, and because of the North Carolina Industrial Hemp Pilot Program, a license may be obtained to grow hemp and produce CBD oil. CBD may not, however, be placed in food, beverages and supplements or contain unregulated health claims.
